I have the honour to acknowledge the receipt of Your Excellency's telegram of the 26th June and to confirm my
reply, decode enclosed, of the 3rd instant, and to refer Your Excellency to my letter of the 21st of June. I also forward copy of a letter from Captain Cassel, Deputy Assistant Adjutant ard Quartermaster General and formerly Intelligence Officer at Shanghai. Your Excellency will observe that Mr. Bach never claimed while in this Colony to be an American subject.
